Export Policy of  Non-BASMATI  rice, wheat & wheat products:

 

 

a.        The EGoM in its meeting dated 08.09.2011 has allowed free export of Non-basmati rice by private parties out of privately held stocks through EDI enabled ports. Free export of wheat has also been allowed w.e.f. 09.09.2011.

b.        The EGoM in its meeting held on 07.02.2012 has approved continued unrestricted export of non-basmati rice and wheat under Free Export Category. State Trading Enterprises (STEs) including NCCF and NAFED have also been permitted to participate in the exports alongwith the private parties. Exports have also been allowed through the Land Custom Stations (LCS) on Indo-Bangladesh and Indo-Nepal border.

c.        The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on 03.07.2012 has approved export of 2 million tons of wheat from Central Pool stock of F.C.I through Central Public Sector Undertakings (CPSUs) viz. STC, MMTC and PEC.

d.        The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on 26.12.2012 has approved export of additional quantity of 25 lakh tons of wheat from Central Pool stock of F.C.I through Central Public Sector Undertakings (CPSUs) viz. STC, MMTC and PEC.

e.        The Government has also approved sale of additional 50 lakh tons of wheat till 30.6.2013 from FCI Godowns in Punjab & Haryana from the wheat stocks pertaining to Rabi Marketing Season (RMS) 2011-12 for export purpose through private traders. The FCI floated tenders five times, but there was no response from the private traders. Hence this export has not been pursued.

f.         The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on 08.08.2013 has approved export of a further quantity of 20 lakh tons of wheat from Central Pool stock of FCI through the CPSUs upto 30-06-2014.

g.        A per the decision taken in the meeting of the CCEA held on 29.11.2012, an Inter-Ministerial Committee (IMC) comprising Secretaries of Department of Commerce, Department of Agriculture & Cooperation, Department of Food & Public Distribution and Department of Consumer Affairs has been constituted to monitor the export of wheat and non-basmati rice on private account and review the situation. The IMC in its 3rd Meeting held on 26.06.2014 to reviewed the situation in view of the predictions of less than normal rain fall and decided to continue the unrestricted export of wheat and non-basmati rice and closely monitor the situation and that there was no need, at this stage to impose an Maximum Export Price (MEP) on the export of non-basmati rice.

 

h.        The Government vide DGFT’s Notification No.116 dated 03.07.2009 allowed export of 6.5 lakh tons of flour (Maida), Somolina (Rava/Sooji), Whole meal Atta and resultant atta upto 31st March, 2010 on private account. The time limit for export of the above wheat products had been extended from time to time and for the last time it was extended upto 31.03.2013 vide DGFT Notification No.110 dated 02.04.2012. No further extension is required since the EGOM in its meeting held on 17.01.2013 has allowed the export of processed and / or value added agriculture products even in the event of restriction / ban on the export of basic firm produce.
